To kill a hair follicle ?

What's the best way to kill a hair follicle without such extreams as having an electrolysis? I heard that if you keep plucking a specific hair follicle, eventually the root will die. But, it doesn't seem true, because I have this one hair follicle that keeps growing on my ear lobe, which I have to pluck every 3 or 4 weeks.............
