I have a question on dress code plz?

Soooo like the thing that sucks is that tanks have to be 3 inches in width and shorts must be at fingertip length. I live in Vegas and it is super hot here! It's only the third day and they're going to RPC kids tomorrow. My problem isn't exactly with the rules but the fact that I'm wearing clothes from last year which are dress code. Not once did I ever get dress code or ever have a teacher or dean look at me funny last year (I wonder if it was cause I was on the bball team, btw) My parents dont have money right now to buy me clothes and I want to make use of what I have. I know that over time my parents will be able to give me a little at a time. You see, I'm sure you all know a lot of ppl are struggling with money! Do you think it'd be wise to talk to a administrator and tell them my situation and how it is super hot and that's all I have? I mean, I didn't choose these clothes myself.
